BWC Reacts to House Passage of a Spending Bill that Defunds the UN

The House of Representatives today passed a bill that undermines America’s leadership role in the world. The House 2025 Department of State, Foreign Operations, and Related Programs Appropriations Act eliminates funding for the UN Regular Budget, as well as the World Health Organization and UNESCO. The House bill again zeroes out the entire International Organizations and Programs (IO&P) account, which contains over a dozen UN entities and includes core funding for UNICEF, UN Women, UNFPA, UNRWA, the UN Development Program, the UN Human Rights Office and the Intergovernmental Panel on Climate Change.

“At a time when conflicts around the world are rising—the highest number since World War II—this bill removes the U.S. from its well-earned leadership position on the global stage,” said Peter Yeo, President of the Better World Campaign. “It makes Americans less safe overall,” he added, “and emboldens our enemies.”

Five anti-UN amendments were defeated during the debate, which Yeo found encouraging.

“We’re grateful to those members on both sides of the aisle who understood that these UN agencies work in America’s best interests,” Yeo said. “We urge Senate leaders to dismiss the House bill, support no less than the Administration’s request for the International Affairs Budget in FY’25 spending negotiations, restore funding for the UN overall, and preserve American leadership.”
